On Tuesday, February 15, a group of 32 Republican senators introduced their own version of the bill on sanctions against Russia in the context of the escalation in the Ukrainian direction. it was called the "Never Yielding Europe's Territory Act" (NYET - English transliteration from Russian "no", congressmen often introduce bills with puns in titles).
In January, Democratic senators introduced a sanctions package on Russia, described by one of its key framers, Robert Menendez, as "the mother of all sanctions bills" (similar to the "mother of all bombs"). In that bill, sanctions were triggered by the conclusion of the US President that the Russian government is “engaged in or knowingly supporting a significant escalation of hostile activities against Ukraine” aimed at overthrowing the Ukrainian government, seizing Ukrainian territory, or interfering in the sovereign affairs of the country.
Sanctions before escalation
The rival Republican project borrowed a lot from the Menendez package, but differs in that some of the sanctions are proposed to be introduced without any military escalation. Namely:
sanctions against 15 or more representatives of the Russian Armed Forces responsible for military operations in the Donbass or Crimea, a buildup of troops along the border with Ukraine after October 1, or other military operations that violated the sovereignty and territorial integrity of Ukraine (the draft law does not define what “along "or" near "the border with Ukraine);
