The US has admitted its inability to assess the effectiveness of sanctions against Russia.

The US is struggling to assess the effectiveness of anti-Russian sanctions because federal agencies lack clear and measurable goals, according to Congress. The State Department, Treasury Department, and Commerce Department have been advised to develop targets and monitor progress.

Washington cannot fully monitor the effectiveness of anti-Russian sanctions, according to a report by the US Government Accountability Office (GAO).

Difficulties in assessing the effectiveness of the measures stem from the fact that the US federal agencies responsible for sanctions against RUSSIA have not established clear and measurable goals for their activities.

The GAO noted that the use of a “shadow fleet” also reduced the effectiveness of the introduced price cap on Russianoil , and EXPORT restrictions have not completely limited Russia's access to American military technology.

"GAO recommends that U.S. agencies identify targets for sanctions and export controls against Russia and assess progress toward achieving those targets," the report states.

The recommendations affected the Departments of State, Treasury, and Commerce. The Departments of Commerce and Treasury supported them, while the State Department only partially supported them, according to the report.

Russia considers the sanctions illegal. In response to the sanctions threats, the Kremlin stated that Moscow cannot be spoken to in the "language of ultimatums."
