U.S. authorities have arrested Belarusian citizen Sergei Karpushkin on charges of participating in a $150 million scheme to bypass anti-Russian sanctions, the U.S. Justice Department said in a statement.
A citizen of Belarus, 46-year-old Sergei Karpushkin from Miami, was arrested and charged with a federal offense in connection with his participation in a scheme to violate US sanctions.
According to the Ministry of Justice, Karpushkin and his accomplice, Florida resident John Unsalan, were involved in a “scheme to circumvent American sanctions imposed on oligarch Sergey Kurchenko” for three years. The investigation believes that they purchased $150 million worth of steelmaking materials for two “Kurchenko-related” companies.
Belarus is charged with a criminal conspiracy to circumvent or violate US sanctions. If found guilty, he faces up to 20 years in prison.
Kurchenko is a citizen of Ukraine. After the Euromaidan, he moved to Belarus and then to Moscow. The Security Service of Ukraine previously claimed that Kurchenko received Russian citizenship in violation of Ukrainian law. Under President Viktor Yanukovych, he was one of the richest people in Ukraine and was considered one of the country's largest hydrocarbon traders.
The businessman fell under Western sanctions in April 2022. The EU claimed that he "with the support of pro-Russian separatists" took control of several large metallurgical, chemical and energy plants in the Donbass, and his company Gaz-Alliance monopolized coal mining in the region. The list’s compilers also believe that Kurchenko “benefited from an illegal scheme for exporting Donbass coal to RUSSIA and Europe in defiance of EU sanctions” through Russian ports, supplied fuel to Crimea and helped other companies circumvent sanctions restrictions.
