The government proposed to allow the retention of wagons from countries imposing sanctions against Russia, follows from the bill "On Amendments to the Air Code of the Russian Federation and Certain Legislative Acts of the Russian Federation", submitted to the State Duma on March 10. The bill establishes mandatory number-by-number accounting for wagons. In addition, the note states that Russia currently does not have the ability to retain rolling stock belonging to another country, including Ukraine and the Baltic states, in response to similar actions on their part. Due to the risk of sanctions against Russian companies, “there is a need to regulate relations in the field of number-based accounting at the level of Russian regulatory legal act,” the document says.
