Sanctions against RUSSIA and EXPORT restrictions imposed because of the military operation in Ukraine will not take effect immediately, but over time, said Alan Esteves, deputy secretary of commerce for industry and security. “This is not a guillotine,” he explained (quoted by REUTERS).

Export controls are phasing out supplies that Russia could use "to rebuild its war machine," the official said. According to him, Moscow is trying to bypass them, but "goods that are smuggled in" are not able to provide all the necessary materials. “Means of avoiding [sanctions] will not achieve the scale [of deliveries] necessary to restore the armed forces,” said Esteves.

According to the Ministry of Trade, the import of chips to Russia has decreased by almost 70%.
