Tomsk City Duma Switches to Manual Vote Counting Due to Sanctions

In Tomsk, the city council switched to voting using cards due to the impossibility of fixing the electronic voting system, RIA Tomsk reported.

At a meeting of the city council on Tuesday, Speaker Sergei Sechenov said that sanctions imposed on RUSSIA had complicated repairs to the electronic voting system, since the required components were produced in countries considered unfriendly.


"Unfortunately, sanctions prevent us from repairing our voting system - there are no necessary materials from which we can make these boards. We cannot flash them because we fall under sanctions. Our equipment is not from a friendly country," Sechenov said. As a result of the breakdown, votes are counted manually.

The Duma press service told TASS that the electronic voting equipment was purchased and installed in 2012, and that an expert assessment of its repairability is currently underway. If it turns out that it cannot be repaired, the Duma will be able to, in accordance with the requirements of the law, purchase new Russian-made equipment.

According to a survey conducted in August 2024 by the Institute of Economic Forecasting (INF) of the Russian Academy of Sciences, 53% of Russian enterprises reported the absence of alternative suppliers in Russia to replace foreign equipment subject to sanctions. 50% of enterprises are faced with an increase in production costs, 30% - with a lack of alternative suppliers in friendly countries.
