The European Court of Justice in Luxembourg has lifted sanctions against businessman Dmitry Pumpyansky. The ruling states that the current extension of the restrictive measures (until 15 September 2025) should be annulled. The Council of the European Union was ordered to pay the costs incurred by Pumpyansky in the proceedings.

The court also partially satisfied the claim of former Yandex executive DIRECTOR Tigran Khudaverdyan and lifted the extension of sanctions from September 2024 to March 2025. The latest extension is in force, the businessman remains on the sanctions list, which he was included in March 2022.

In addition, on September 10, the court refused to lift sanctions against Yuri Maksimov's Positive Group (operating under the Positive Technologies brand). One of Russia's largest information security companies fell under restrictions under the 11th package of EU sanctions, and in 2021, it ended up on the US sanctions list due to "support for government agencies, including the FSB, and the organization of large-scale events at which representatives of law enforcement agencies were engaged in recruiting."

The company's press service told RBC that EU restrictions do not affect its operational activities in any way. "Neither in 2023 nor now does the company operate in EU countries," Positive Technologies said.

In April, the European Court overturned the extension of sanctions against Pumpyansky, his wife Galina and son Alexander from March 2024 to September 2024.

Pumpyansky was sanctioned by the EU in the spring of 2022. At that time, the businessman was a member of the board of directors of the Pipe Metallurgical Company and was the president and beneficiary of the Sinara Group. Almost immediately after being included in the list, he left these posts.

In the fall of 2023, the court refused to lift the restrictions on the businessman, finding that he, although "not playing a direct role in the military offensive in Ukraine," was involved in the oil and gas sector of the Russian economy, which is important for Moscow. A year later, the court sided with Pumpyansky, but he continued to remain on the lists due to the extension of the restrictions.
