Despite sanctions , 25 new Russian companies have connected to the SWIFT system since February 2022, according to BCS's vice president. However, none of the previously disconnected organizations have been able to restore access.

Since February 2022, not a single Russian organization disconnected from SWIFT has been able to regain access to the system, while 25 new companies have joined it, said a member of the Rosfincom (Association of Financial Communications Participants) committee, BCS Vice President for Operations andSergei Putyatinsky at the PLUS Forum, reports an RBC correspondent.

"That is, sanctions are imposed, organizations leave, but new organizations are already joining completely calmly, without any problems or delays," he said.

According to Putyatinsky, the volume of Russian traffic in SWIFT has currently decreased tenfold, and domestic traffic, which was previously used for interbank transactions, has "practically disappeared." Despite this, as of the end of August 2025, 201 Russian organizations have access to the system, he noted.

Disconnecting leading Russian banks from the SWIFT system was one of the sanctions imposed on RUSSIA following the outbreak of hostilities in Ukraine . The restrictions affected, among others, Sberbank, VTB, Rosselkhozbank, Promsvyazbank, Sovcombank, and others. Domestic transfers are handled by the Russian equivalent—the Bank of Russia's Financial Message Transfer System.

Moscow considers the restrictions illegal and insists on restoring access to SWIFT, including for the implementation of the Black Sea Grain Initiative. The European Union, which oversees SWIFT, has denied Russia's request to reconnect to the electronic financial messaging system.
