According to Rosmorrechflot and the Ministry of Transport, Russia needs 400 dry cargo ships and tankers, based on the existing volume of foreign trade cargo, Zakhary Dzhioev, head of Rosmorrechflot, told RBC in an interview.

“Based on the structure of cargo, this amount is divided into dry cargo ships and tankers approximately in half. Container ships, of course, are also there,” he said. Approximately 30-35 container ships are needed with a capacity of 2.5-3 thousand TEU (twenty-foot equivalent unit; 20-foot equivalent container) each.

Earlier, the Delo Group, which owns Russia's largest railway container operator TransContainer, estimated that Russian logistics companies would need 32 sea container ships with a capacity of 1.8-5 thousand TEU by 2025 to organize uninterrupted supplies of goods. According to Strategy Partners, earlier, from 80 to 90% of the total volume of containers was completely or partially transported using the fleet of foreign companies that refused to work with Russia after the start of a military special operation in Ukraine.

A total of 400 vessels is the number of fleets that will provide Russia with a “certain independence” in the future - the export and import traffic of goods, continues Dzhioev. According to him, exporters who are engaged in the shipment of dry cargo (grain, fertilizers) also give approximately the same estimates. But perhaps they will be adjusted due to changes in logistics under the influence of Western sanctions. “The so-called transport shoulders are increasing, there is more cargo turnover with Asian countries. This will lead to the fact that the number of required fleets will also increase, ”he explains.

The head of Rosmorrechflot found it difficult to estimate the cost of such a fleet, noting that some companies say that now there is no need to build new vessels, they can purchase them on the secondary market.

An estimate of 400 vessels looks realistic, agrees Vitaly Chernov, head of the analytics department at the PortNews industry agency. Russia is in dire need of such vessels as small and medium-sized container ships (with a carrying capacity of up to 6-7 thousand TEU), Handysize and Panamax bulk carriers, tankers (Aframax, gas carriers) and river-sea vessels, he listed.
