The government has submitted a bill to the State Duma that proposes extending the possibility of imposing sanctions for violating the rights of Russian citizens to all foreigners and stateless persons, and not just US citizens, follows from the database of the lower house.
Amendments are proposed to be made to the federal laws “On measures to influence persons involved in violations of fundamental human rights and freedoms, rights and freedoms of citizens of the Russian Federation” and “On the procedure for leaving the Russian Federation and entering the Russian Federation”.
The current version of the law provides for the possibility of imposing restrictions on US citizens involved in violations of fundamental human rights and freedoms, as well as those who have committed crimes against Russian citizens. Possible sanctions include a ban on entry into RUSSIA, seizure of financial and other assets in Russia, a ban on any transactions with property and investments. In addition, the law determines under what conditions the activities of a foreign or international non-governmental organization may be considered undesirable.
“Given that the violation of the rights of Russian citizens is possible by citizens not only of the United States, but also of other foreign states, as well as stateless persons, it is proposed to extend the possibility of applying these sanctions measures to all foreigners, regardless of their nationality, and also provide for the possibility of applying such measures to stateless persons,” the explanatory note says.
