Due to foreign sanctions, foreign banks began to reject transfers from the Russian Pension Fund (PFR) to Russian pensioners living abroad. This was reported to RBC in the press service of the fund, without specifying the specific circumstances of such difficulties.

“In the second quarter of this year, payments were returned in respect of 37 citizens. Most of them have already sent applications with new details,” the FIU said.

In April, the government issued a decree that regulates the specifics of the payment of pensions until the end of 2022 against the backdrop of restrictive measures, recalled the FIU. According to it, transfers abroad continue in the prescribed manner through a credit institution that is not included in the “sanction lists”. If the foreign account does not accept PFR funds, the fund sends a notification to the pensioner that he can apply for payments in rubles in RUSSIA. The application must indicate the details of an account opened with a domestic bank.

If payment is not possible, but the citizen has not provided other details, then the payment of pensions is suspended. As soon as possible, payments will be restored with an additional payment for the entire past time, the FIU explained.

In total, at present, the transfer of pensions outside of Russia is carried out in relation to 124.5 thousand people living in 91 countries of the world, the Russian Pension Fund noted. As of 2020 (the most up-to-date statistics), most of them are in Germany, Israel and Abkhazia. At the same time, the total number of foreign pensioners has decreased by almost three times: in 2020 it reached 341 thousand people, according to the report of the Pension Fund.
