
Representatives of countries considered unfriendly by Russia proposed economic cooperation projects to Moscow at the G20 summit in South Africa, said Deputy Chief of Staff of the Presidential Executive Office Maxim Oreshkin.

"We approached them with specific proposals... on how to establish economic relations with Russia and implement joint projects," said the head of the Russian delegation ( quoted by RIA Novosti).
According to him, the joint agenda had been constructively discussed with several such states. Oreshkin declined to specify which of them had made proposals for cooperation, "to avoid offending their colleagues later."
The G20 summit took place in Johannesburg on November 22–23. The United States decided to boycott the meeting, and Oreshkin led the Russian delegation. Following the event, the G20 countries adopted a declaration calling for conflict resolution around the world, including in Ukraine .
The first list of unfriendly countries appeared in the spring of 2021. it included states that had committed "unfriendly acts" against Russian diplomatic and consular personnel. Inclusion on the list entails retaliatory restrictions in the diplomatic sphere.
Following the start of the military operation in February 2022, the government approved a list of unfriendly countries and territories that commit unfriendly acts against Russia, Russian legal entities, and individuals. This list was expanded in the summer of that year. In total, the list includes nearly 50 states.
Some Russian legislation, including those on the response to sanctions , reflected the concept of "unfriendly states." In September, the head of the Ministry of Foreign AffairsSergei Lavrov stated that Moscow is gradually moving away from using this term and is proceeding from the fact that there are “unfriendly governments,” not states.
