The US Department of Commerce blacklisted VSMPO-AVISMA

Washington has expanded the sanctions list within the framework of the EXPORT control rules ( Export Administration Regulations - EAR), follows from a document of the US Department of Commerce on the Federal Register portal.

The following Russian companies were subject to restrictions:

VSMPO-AVISMA Corporation; Device Consulting; Grant Instrument; SMT-iLogic; Streloy.

Also on the sanctions list were companies from CHINA (ten) and one Chinese; Finland (three), Germany (one), Oman (one and one national); Pakistan (four), UAE (one).

VSMPO-AVISMA is a titanium manufacturer, the corporation performs a full technological cycle - from processing to production of finished products, the corporation's products are also exported . As stated in the document of the Ministry of Trade, VSMPO-AVISMA is engaged in the production of products for the Russian military industry and is associated with “a critical risk of redirection of American defense technologies.”

The company is included in the so-called Entity List, which implies strict control over exports to them. Licenses for the export, re-export and transfer within RUSSIA of goods subject to American export regulation (in a broad sense - dual-use goods) by its enterprises will be considered with a “presumption of refusal”, that is, in fact, we are talking about an embargo on the supply of dual-use goods to these organizations.

At the same time, the American regulator indicates that most of the listed enterprises belong to “military end users”, so they will additionally be subject to the “foreign direct product” (FDP) rule established at the end of February 2022 in relation to Russia. Using this rule, which has already been applied to the Chinese telecommunications corporation HUAWEI , US authorities are limiting the supply to Russian organizations of not only high-tech goods directly made in America, but also goods from other countries that use American technology.

Previously, the United States had already blacklisted the corporation, but then excluded it, considering that it was not an “end military user” - such companies cannot purchase a number of goods and technologies from Washington. Now she has received this status.

Among the buyers of titanium from VSPMO-AVISMA were the American aircraft manufacturer Boeing and the European Airbus, but in 2022 both decided to refuse purchases from the Russian corporation.

Another four sanctioned companies, according to the Ministry of Trade, supplied components for drones in the interests of the Main Intelligence Directorate of the Russian General Staff (GRU, currently there is no “intelligence” adjective in the name).

Device Consulting, according to its website, operates in St. Petersburg and supplies electronic components; Rosatom is named among its clients. Grant Instrument (from the list) is also a St. Petersburg company that develops and supplies engineering and other equipment. SMT-iLogic is also from St. Petersburg and also works in the field of electronic components, developing electronics. Streloy is an online store of electronic components, the company is also registered in St. Petersburg.

The Russian side considers the restrictions imposed against it illegal. As President Vladimir Putin noted , the “sanctions onslaught” was supposed to shake the country’s economy, but this did not happen; it recovered.
