The US Treasury Department's Office of Foreign Assets Control (OFAC) has added two Russians to its cybersecurity-related sanctions list.

Denis Degtyarenko and Yulia Pankratova were subject to restrictions.

According to the US Treasury, they HEAD the hacker group “Cyber ​​Army of RUSSIA Revived” (CARR).

“These two individuals are the leader of the group and the main hacker, respectively,” the ministry said in a press release.

“CARR and its members’ attempts to target our critical infrastructure pose an unacceptable threat to our citizens and our communities, with potentially dangerous consequences,” said Treasury Under Secretary for Counterterrorism and Financial Intelligence Brian Nelson.

The ministry put Pankratova and Degtyarenko on the wanted list. According to the department, CARR has been conducting DDoS attacks in Ukraine and in countries supporting Ukraine since 2022 .

CARR began targeting critical infrastructure in the U.S. and Europe in late 2023, and in January 2024 , the organization claimed responsibility for overflowing water storage tanks in Texas, resulting in the loss of tens of thousands of gallons of water, the department said.

In March 2024, OFAC imposed sanctions against the Russian companies Atomize and Lighthouse. They were included in the American sanctions SDN List (Specially Designated Nationals List). Then four individuals and 19 companies were subject to new sanctions. Of these, two are Russians and 18 are legal entities.
