The resolution of the European Parliament on recognizing Russia as a sponsor of terrorism is not legally binding, the Kremlin does not take what is happening there “close to heart,” said presidential spokesman Dmitry Peskov.

“It is not of any legally binding nature. This is how you should treat it,” he said in an interview with Pavel Zarubin for the program “Moscow. Kremlin. Putin."

The Kremlin spokesman separately noted that "the European Parliament is an organization that rather bases its work on emotions, on an emotional approach."

“Of course, it is not a secret for us that in recent years the European Parliament has not had much love for us. In response, we did not have much desire to take into account what was happening there and, let's say, take it to heart. The situation when such frenzied Russophobia and hatred for Russia just overflows," Peskov said.

On November 23, the European Parliament voted on a resolution recognizing Russia as a state sponsor of terrorism in connection with military operations in Ukraine. It was supported by 494 deputies out of 596, 58 deputies voted against, 44 abstained.

Resolutions of the European Parliament are not legally binding and are advisory in nature.

The draft resolution, published on the website of the European Parliament, accuses Russia of war crimes in Ukraine, rocket attacks on the country's energy infrastructure, the humanitarian crisis in Mariupol and the global food crisis, as well as the illegal annexation of Ukrainian territories.

The paper calls on EU member states to “develop a legal framework for the designation of state sponsors of terrorism and states that use terrorist means, which could entail the imposition of significant restrictive measures against these countries and have serious restrictive consequences for the EU’s relations with these countries." Russia should subsequently be included in the created list, the document says. EU partners are invited to take similar measures.

The first resolution recognizing Russia as a state supporting terrorism was adopted on May 10, 2022 by the Seimas of Lithuania. Then, the parliaments of Latvia, Poland, Estonia and the lower house of the highest legislative body of the Czech Republic made similar resolutions. The resolutions of these countries, like the resolution of the European Parliament, are symbolic.
