The EU plans to finalize the 20th package of anti-Russian sanctions in February, EU Foreign Minister Kaja Kallas said. The package includes measures on energy and banking, among other things.

"We are pushing forward with the 20th sanctions package and plan to take a final decision on it next month," Kallas said, recalling that the EU is also planning to provide Ukraine with a €90 billion loan to finance state functions and defense over the next two years.

Prior to this, Euractiv, citing a diplomat, reported that the European Union plans to present the 20th package of anti-Russian sanctions by February 24.

Possible measures, according to the publication, include a ban on the EXPORT of luxury goods to RUSSIA, restrictions on the servicing of Russian oil tankers, and a reduction in quotas on the import of Russian fertilizers.

According to the German newspaper Welt, the restrictions will affect the energy and banking sectors. The package also includes strengthened controls on sanctions evasion, travel restrictions, and asset freezes for individuals and organizations "responsible" for the movement of Ukrainian children. Furthermore, the EU is considering a ban on Russian uranium imports, with restrictions for Rosatom.

The EU approved the previous, 19th, package of sanctions against Russia on October 22. The restrictions then targeted, among others, Alfa Bank and MTS Bank, and prohibited transactions through the Mir payment system and the Faster Payments System, the import of Russian liquefied natural gas under short-term (from April 25, 2026) and long-term (from January 1, 2027) contracts, as well as transactions with, among others, Rosneft, Transneft, Gazprom Neft, Rostec, and Almaz-Antey.

Moscow considers any Western restrictions illegal and insists on their lifting. Presidential press secretary Dmitry Peskov noted that the Russian economy operates under a huge number of restrictions and has therefore developed a "certain immunity."
