Russia recognized the DPR and LPR on February 21. Early on the morning of February 24, Vladimir Putin announced a special military operation in Ukraine. Because of these events, Ukrainian President Volodymyr Zelensky decided to break off diplomatic relations with Moscow. On the same day, Micronesia announced the break in diplomatic relations.

Sanctions against Moscow have decided to introduce the United States, the EU and other countries, among which was Taiwan. Montenegro announced the imposition of sanctions on March 1, and Singapore on March 5. On March 13, the Bahamas announced restrictions; on March 18, Norway joined the EU sanctions. For the first time, President Vladimir Putin fell under European sanctions, restrictions against him were introduced by the EU and the UK.
