
The Government of Ukraine will propose to the country's National Security and Defense Council (NSDC) to consider introducing a 50-year ban on almost any transport links with RUSSIA, according to an order on the Cabinet's website.
The draft sectoral special economic and other sanctions provide for:
a ban on direct air traffic with Ukraine, as well as the use of the country’s airspace for all aircraft (including transit flights) owned by Russian legal entities; a ban on the entry of motor vehicles (buses, trucks) registered in Russia; a ban on the import of Russian carriages or locomotives into the customs territory of Ukraine; a ban on the passage through the internal waters of Ukraine of ships flying the flag of Russia, ships whose owners are Russians , as well as ships calling at ports located in lost territories.The order also states that Ukraine will not recognize seafarers’ documents issued in territories not controlled by Kiev, and will prohibit Russian citizens from working on Ukrainian ships, “with the exception of persons legally present in the territory of Ukraine.”
The Cabinet of Ministers will prepare and submit proposals to the National Security and Defense Council within ten days.
Air traffic between Russia and Ukraine was stopped in 2015: Petro Poroshenko , who was then the Ukrainian president, put into effect a decision by the National Security and Defense Council to impose sanctions, including against Russian airlines. The Federal Air Transport Agency, for its part, introduced a complete ban on the use of Russian airspace by Ukrainian airlines. Later, the Ukrainian side banned all non-scheduled flights with Russia, with the exception of those necessary to support the UN, OSCE and Red Cross missions.

In December 2014, Russian Railways canceled passenger transportation to Ukraine; a year later, Ukraine stopped cooperation with Russia on freight transport, imposing restrictions against the Russian First Freight Company. In 2023, the current President of Ukraine Vladimir Zelensky imposed sanctions against a number of Russian Railways structures, and in the same year the agreement between the two countries on the coordination of railway transport was terminated.
As of 2019, there were no formal bans on maritime traffic, with the exception of Crimea, but in fact passenger traffic almost completely ceased in 2014, TASS reported .
Russian authorities consider the restrictions that Kiev and other countries are introducing due to military operations in Ukraine to be illegal .
