The foreign ministers of 27 EU countries failed to agree on the sixth package of sanctions against Russia. This was announced by the head of EU diplomacy Josep Borrell following the meeting of the EU Council in Brussels.

“Unfortunately, today it was not possible to reach an agreement on the sixth package of sanctions,” he said.

Borrell added that the foreign ministers of the EU countries did not discuss the possibility of paying compensation to the countries of the community for imposing sanctions against Russia. He also said he did not know how many weeks it would take to agree on a sixth package of sanctions, including an oil embargo, against Russia.

Since the end of February, the European Union has introduced five packages of sanctions against Russia and is preparing a sixth. The measures must be approved by the EU Council. The plans to include an oil embargo in this set were announced in early May by the head of the European Commission, Ursula von der Leyen. In addition, the sixth package of EU sanctions, according to her, will be aimed at high-ranking Russian military and other persons who "committed war crimes", disconnecting Sberbank and a number of other large Russian banks from the international SWIFT system, as well as a ban on broadcasting in the European Union for three major Russian state channels.

Borrell has previously warned that a sixth package of sanctions may not be agreed upon at the May 16 meeting, as some countries do not intend to change their position on limiting Russian oil imports . Hungary, in particular, spoke out against the plans for an oil embargo: its authorities have repeatedly stated that they would not approve a package of sanctions if it included an embargo. REUTERS wrote that at one of the meetings, concerns about the ban were also expressed by Bulgaria, Slovakia and the Czech Republic.

On May 8, President of Ukraine Volodymyr Zelensky called on the European Union to take a unified position, which the union does not currently have "with regard to certain sanctions."

Russian Deputy Foreign Minister Sergei Vershinin said in March that Russia was not going to ask the West to lift sanctions. The authorities admit that there are difficulties due to restrictions, but at the same time they believe that they cannot be compared with the “terrible trials of the country in the 20th century.” President Vladimir Putin warned the EU countries about the "intractable consequences" if the sanctions pressure continues. In early May, he signed a decree on new Russian responses to sanctions.
