The EU imposed sanctions against the Russian National Settlement Depository

The European Union has included the National Settlement Depository in the sanctions list, follows from the publication of the official journal of the European Union. It is the largest securities depository in Russia by market value of equity and debt securities, which has access to the international financial system.

“It plays a significant role in the functioning of the Russian financial system and its connection with the international financial system, which directly or indirectly allows the Russian government to conduct its activities,” the report says.

NSD is the central depository in Russia. It keeps records of ownership of securities, as well as settlements of transactions. He can manage not only Russian securities, but also foreign ones.

After the US decision to ban settlements on Russia's foreign debt, American Citibank refused to act as a paying agent for its dollar issues, and the Ministry of Finance transferred them to NSD. The Ministry of Finance expected to fulfill obligations on such issues in rubles with subsequent conversion into foreign currency for holders through NSD.

Three Russian banks - Sberbank, Moscow Credit Bank and Rosselkhozbank - fell under sanctions that provide for their disconnection from the international financial messaging system (SWIFT), follows from a separate publication. The measure will come into effect on June 14.

Similar sanctions were extended to another Belarusian bank - Belinvestbank (Belarusian Bank for Development and Reconstruction). This is the fourth Belarusian bank in the European list, in addition to it, Belagroprombank, Bank Dabrabyt and the Development Bank of the Republic of Belarus have been disconnected from SWIFT since March 20.

Sanctions have also been imposed on a number of Russian industrial and defense enterprises. It:

PJSC KamAZ is a Russian developer and manufacturer of vehicles and military equipment; JSC "Voentorg" - a contractor of the Ministry of Defense, a supplier of military uniforms, also provides catering services; LLC Ulyanovsk Automobile Plant (UAZ), an automobile plant that, as stated in the EU, provides for the Russian Armed Forces; JSC Oboronenergo is a military power supplier, provides power supply services to Russian military units and other facilities subordinate to the Ministry of Defense; JSC "Garrison" - a state company subordinate to the Ministry of Defense, which acts as a state customer when placing tenders for the ministry; Voentelecom JSC is a leading provider of telecommunications services for the Ministry of Defense, and also provides communication services in the Crimea and Sevastopol and provides the military with broadband radio communications; insurance company "Independent Insurance Group" is an insurer of companies of the military-industrial complex of Russia. Included in the list of insurers providing insurance services for the international transportation of military goods; the Kronstadttechnologies group of companies produces software and unmanned aerial vehicles for the Russian Armed Forces; LLC Nizhnekamsk Truck Tire Plant is a subsidiary of Tatneft, which supplies tires for the equipment of the Ministry of Defense and the Russian Guard, as well as the distributor of these products, the trading house Kama. In addition, sanctions have been imposed against Tatneft Neftekhim Management Company, which, as explained in the document, coordinates the entire tire business of Tatneft; Balashikha Foundry and Mechanical Plant - supplies materials for the production of weapons and military equipment; PJSC "Company" Sukhoi "- aircraft manufacturer, which, among other things, are used by the Russian Armed Forces; JSC "121 Aviation Repair Plant" is the only company in Russia that simultaneously repairs and upgrades the Su-25 to the Su-25SM version; JSC "Remdiesel" - manufactures and repairs wheeled and tracked vehicles, produces armored vehicles "Typhoon K-63968"; LLC "VoenTekstilProm" is a supplier of clothing for the needs of the government, also supplies clothing to the Russian military and produces field uniforms for the National Guard and the Navy.

“The Ulyanovsk Automobile Plant does not see significant risks for the business, as it has been operating for a long time in conditions of refusal to supply components from European manufacturers and is consistently implementing a program to replace the component base. The production program is being carried out according to plan, social guarantees for employees are fully observed, ”said RBC in the Sollers group, which owns this plant.
