The EU imposed sanctions against the A7 payment system developed by PSB.

The European Union has added the A7 international payments platform, which was launched by Russian bank PSB in 2024 , to its sanctions list, according to a document published in the Official Journal of the Council of the EU .

Last fall, PSB launched a cross-border settlement platform for Russian businesses, using financial market instruments and A7, a company specially created by the bank. Transactions are carried out in all currencies and to all countries.

On July 16, 2025, A7 was included in the list of organizations and individuals associated with Moldovan businessman Ilan Shor. A7 owns the company "A7-Agent," of which Shor is the CEO. In June, he announced that the company also offered a digital currency—A7A5, the world's first ruble-denominated stablecoin. The stablecoin was launched in Kyrgyzstan. Its issuer is the legal entity "Old Vector," registered in Bishkek.

According to the EU statement, the platform has "numerous links to Moscow" and was allegedly involved in a vote-buying scheme during Moldova's presidential elections and referendum on EU membership. In Moldova, Shor has been repeatedly accused of sabotaging Moldova's efforts to become an EU member.

"The imposed sanctions will not affect the operations of the A7 international payments platform. The company continues to operate as usual. All cross-border payment services are available to clients without changes or restrictions," A7 told RBC.

The company noted that its infrastructure is "resilient to any external risks." " Work is currently underway to expand the product line, open a network of regional offices, and the company is planning to enter the international market. A7 remains a reliable partner for its clients," it added.

Following the start of the special operation in Ukraine , several Russian banks, including PSB, were subject to blocking sanctions from the US and EU.

Ilan Shor is the founder of a pro-Russian party of the same name, which the Constitutional Court of Moldova declared illegal in June 2023. The businessman fled the country amid criminal prosecution: in 2017, he received a seven-and-a-half-year sentence for siphoning $1 billion through the Moldovan banking system. In April 2023, the Court of Appeals sentenced him in absentia to 15 years in prison for the same crime.

In recent years, he lived in Israel, which did not prevent him from becoming a member of the Moldovan parliament in 2019, but in April 2023 he was stripped of his mandate.

The businessman is married to Russian singer Jasmine.

Shor is also under EU sanctions for "destabilising and undermining the sovereignty of Moldova."

In March, the National Moldovan Party filed a petition to strip Shor and former Democratic Party leader Vladimir Plahotniuc of their Moldovan citizenship. Shor soon announced he had received Russian citizenship.
