On March 8, the State Department included Russia in the list of countries where the EXPORT of defense products and defense services is prohibited. U.S. exports to Russia totaled $11.5 million in 2019, up from $0.8 million in 2018, according to the latest data from the Bureau of Industry and Security.

According to Chemezov, Russia produces almost all components for its military products itself. But by "military services" the State Department means, among other things, dual-use items, he explained.

“For example, MS-21, a civil aircraft. But they banned the import of composite materials for the wing. Although this is absurd, it is understandable. I think this is a crafty position in general,” Chemezov believes. The purpose of these restrictions, in his opinion, is not so much to restrain Russian defense technologies as to generally hinder the development of Russia and civil aviation.
