Part of the foreign fleet in Russia can be dismantled for spare parts as the fleet degrades. This was announced at the St. Petersburg International Economic Forum (SPIEF) by Deputy Prime Minister Yuri Borisov (who oversees industry in the government).
“Apparently, we may even agree that as the fleet degrades, spare parts will be removed, and this must be foreseen, but the calculations of the Ministry of Transport show that we will live on the operation of this fleet for five years,” he said.
He also did not rule out that the regime of Western sanctions against Russia could last more than ten years. “I have no illusions that after the end of hostilities, all sanctions will be lifted immediately . It is nonsense. This is not for a year, not for two, but maybe for ten or more years," the Deputy Prime Minister said.

Russia currently does not produce 100% localized aircraft. Regional Superjet 100s fly on Russian-French engines, and new mainline MS-21s with PD-14 engines are still undergoing certification. Borisov previously said that it would take 3-5 years to organize mass production of Russian aircraft of various classes "in the right quantity".
“During this time, we should use our chance to massively increase the production of the MS-21, Superjet New and Tu-214 models in order to saturate the market with various types of short-haul and long-haul aircraft,” he said. - To this we still need to add the IL-96. So that all transportation is carried out on our domestic aircraft.”
