The United Arab Emirates (UAE) may introduce a licensing system for exported goods that are included in the US and EU sanctions lists , Bloomberg reports , citing sources.
Licensing will primarily concern dual-use goods, such as chips and electronics, which are also used for military purposes. If the system is introduced, the Export of some goods may be refused.
“The UAE has a legal system of export controls and constantly monitors the export of dual-use products,” said an unnamed official of the kingdom.
The current UAE export control list includes more than 2 thousand items, for example chemicals. The agency's interlocutors noted that IT could be expanded to include 45 categories of sanctioned goods that could be used in the military sphere. Licensing will require exporters to demonstrate that the goods will have a future civilian use.
The West is taking various measures to combat sanctions circumvention. For example, the EU, in its current latest 11th package of sanctions against Russia, has set a goal to suppress the conditions for violating existing restrictions. The European Union can now impose secondary sanctions, for example, against non-European companies that help not comply with anti-Russian restrictions, and limit trade with third countries through whose mediation sanctioned European goods enter Russia.
As part of the same package, restrictions were introduced against some UAE companies for supporting the Russian defense industry. In addition to them, Iranian, Chinese, Syrian, Armenian, and Uzbek organizations were included in the sanctions list. Bloomberg noted that imports of electronics to Russia also increased from Kazakhstan and Turkey.
