The US Treasury Department imposed sanctions on Russian oil companies Rosneft and Lukoil because Russian President Vladimir Putin was not "honest and forthright" in negotiations on Ukraine , US Treasury Secretary Scott Bessent said.

In a statement announcing the sanctions published on the Finance Ministry's website, the minister said the agency was imposing the restrictions given Putin's "refusal to end" the conflict.

"President Putin did not negotiate honestly and openly, as we had hoped," Bessent said on Fox Business ( quoted by AFP).

He noted that when the two leaders met in Alaska on August 16, "President [Donald] Trump walked away, realizing that things were not moving forward."

"There were behind-the-scenes negotiations, but I believe the president is disappointed with their current state," the minister added.

On the night of October 22-23, the US Treasury Department announced the introduction of new sanctions against two leading Russian oil companies due to their “insufficient interest in a peaceful resolution of the conflict.”

The sanctions affected subsidiaries of Lukoil and Rosneft based in RUSSIA. The ministry's list includes 34 companies. "All assets and property interests of these entities located in the United States or under the control of US citizens have been frozen," the ministry reported.

Russia condemns Western sanctions. Presidential press secretary Dmitry Peskov stated that the Russian economy operates under numerous restrictions, which has created a "certain immunity" to these measures.
