The Commissioner for the Protection of the Rights of Entrepreneurs Boris Titov suggested that Prime Minister Mikhail Mishustin expand measures to support businesses from industries affected by the CORONAVIRUS, RBC was told in the press service of the business ombudsman. Entrepreneurs in the catering, leisure and sports sectors are asking for more help in connection with QR codes being introduced in the regions, Titov said. The Commissioner outlined his proposals in a letter addressed to the Prime Minister, which was reviewed by RBC.

Mishustin instructed First Deputy Prime Minister Andrei Belousov and Minister of Economic Development Maxim Reshetnikov to consider the proposals. The fact of such a resolution from the HEAD of the Cabinet was confirmed by a federal official and a source close to the government apparatus. Belousov's office declined to comment.

At the time of publication, the Ministry of Economy did not receive the letter, RBC was told in the press service of the department. RBC sent a request to the government press service.

According to Titov, in the event of a long-term extension of restrictions, 35-45% of enterprises in the field of catering, sports, entertainment, which employ 3 million people, are preparing to lay off employees. In his opinion, a number of measures will help rectify the situation, including changing the principles of the payroll 3.0 preferential loan program, deferring rent and utility payments, as well as issuing QR codes to people after receiving the first component of the vaccine.
