The United Nations currently does not have the mandate and technical capability to investigate Russia's allegations that Ukraine has biological warfare programs, UN Under-Secretary-General for Disarmament Affairs Izumi Nakamitsu said at a meeting of the UN Security Council.

“The UN is not aware of such military programs. I would also like to point out that the UN currently does not have the mandate or the operational or technical capability to verify this information,” Nakamitsu said.

She noted that the relevant instrument of international law in this case is the 1972 Biological Weapons Convention, which prohibits "the development, production, acquisition, transfer, stockpiling and use of biological and toxin weapons."
