
In Russia, the number of court decisions on the introduction of bankruptcy proceedings in relation to legal entities and peasant farms for the first quarter of 2022 amounted to 46. This figure is 33% lower than in the first quarter of 2021, according to Fedresurs data (available RBC Novosibirsk).
In general, 2,544 bankruptcies of legal entities were registered in Russia in the first quarter of this year (+6% compared to the first quarter of 2021). The largest number is in Moscow — 553 (+18%), St. Petersburg — 220 (+24%) and the Moscow Region — 214 (+15%). Not a single bankruptcy was recorded in the first quarter of this year in Chechnya, Tuva and the Pskov region.
“Bankruptcy cases initiated in the period of 2021, for which monitoring procedures were introduced, are only now moving into bankruptcy proceedings. But even seeing such a suspensive effect, now the number of corporate bankruptcies does not reach the indicators of the first quarter of pre-COVID 2019,” said Ilya Torosov, First Deputy Minister of Economic Development of the Russian Federation.
In Russia, from April 1 to November 1, they will not initiate bankruptcy cases against individuals and legal entities based on applications from creditors. The entry into force of the corresponding moratorium was announced by the head of the Russian government, Mikhail Mishustin. This measure will enable debtors to "cope with current difficulties" during this period, Mishustin explained.
Most of the procedures in the first quarter of 2022 were initiated by bankruptcy creditors — 68.9% against 76.5% in the first quarter of 2021. The Federal Tax Service of Russia acted as an applicant in 23.3% of cases (it was 14.4%), debtors - in 7.3% of cases (it was 8.5%), employees - in 0.6% of cases (it was 0.5%).
