
In the Penza region, following the Kursk, Rostov and Voronezh regions, a regional emergency regime was declared due to the arrival of refugees from the self-proclaimed republics of Donbass, follows from the order of the region's governor Oleg Melnichenko.
“The reason for the introduction of the state of emergency is to consider the need to address issues of accommodation, social protection and the organization of comprehensive support for those who arrived. Define the entire territory of the Penza region as the boundaries of the emergency zone, ”the document says.
According to the order, the regional Ministry of Labor was instructed to coordinate work on the issues of reception, placement in temporary centers, including living conditions and meals. At the same time, the Ministry of Health needs to ensure a medical examination, laboratory testing of arriving persons for COVID-19 , and, if necessary, hospitalization in medical facilities. The Ministry of Finance was instructed to provide financing for all expenses from the reserve fund of the regional government.
