Utkirbek Mamajonov, a citizen of Uzbekistan who lived in Kazan, was left in the Perm pre-trial detention center until December 23. Together with two alleged accomplices, he is accused of selling falsified medical products - 700,000 gowns and 57,520 sets of protective clothing. The damage caused to the budget of the Perm Territory during the execution of the state contract amounted to at least 101 million rubles. - believe in the TFR.

Mamajonov was detained on April 3, 2022. On the same day, he was charged with two serious crimes. This is the sale of counterfeit medical devices, which, through negligence, has entailed the infliction of grievous bodily harm or death of a person (paragraph “b” of part 2 of article 238.1 of the Criminal Code of the Russian Federation). And also - fraud on an especially large scale, committed by prior agreement as part of an organized group (part 4 of article 159 of the Criminal Code of the Russian Federation).

Signs of crime were revealed during the execution of a state contract worth more than 366 million rubles. The deal was concluded on November 12, 2020 by the Financial and Economic Department of the Perm Territory (customer) and Chelyabinsk LLC MedLight (executor). The parties agreed to supply the Perm Regional Medical Center of mobilization reserves “Reserve” with personal protective equipment vital during the covid-19 pandemic.

Through intermediaries Beta LLC and MegaPolisM LLC, 700,000 medical gowns and 679,959 sets of protective clothing were received. In all 700,000 bathrobes and 57,520 sets of clothes, falsification was revealed. Although Zdravmedtekh-Povolzhye CJSC (Kazan) is listed as the manufacturer, the manufacturer was a businessman Mamazhonov living in this city.

“The youngest daughter was born when I was already in custody. The family has a hard time (…) Wife, children are in RUSSIA. I can't leave them. I ask you to change the measure of restraint to a milder one,” the defendant Mamazhonov said at the appeal hearing via video link from the pre-trial detention center on September 23.

Lawyer Svetlana Sukhareva recalled that earlier Mamazhonov had been repeatedly interrogated as a witness. Every time he appeared on the first call, including from Uzbekistan. The defense asked to release the accused under house arrest or a bail of 500 thousand rubles.

Prosecutor Polina Bochkovskaya objected, calling the investigators' fears that Mamazhonov could hide "on the territory of another state of which he is a citizen" justified. Judge Sergei Kodochigov left the accused in jail until December 23, that is, for a period of 8 months and 20 days.

The day before, on September 22, the appellate COURT agreed with the extension until December 23 of house arrest for a likely accomplice - a resident of Chelyabinsk, Stanislav Chalkov. The investigation considers him the actual HEAD of MedLight LLC, the executor of the state contract. Prosecutor Svetlana Gubanova said that at large Chalkov could put pressure on witnesses, including those from among his subordinates.

The third defendant, Democritus Manelov, was initially given a preventive measure in the form of a ban on certain actions. According to investigators, this citizen of the Russian Federation was the actual head of the intermediary companies Beta LLC and MagaPolisM LLC, through which fake medical devices were supplied.

The investigation has been ongoing since June 23, 2021, the deadline for proceedings has been extended until December 23, 2022. The TFR is awaiting the conclusion of a forensic examination of the seized gowns and sets of protective clothing, which is being carried out at the Federal State Budgetary Institution "VNIIIMT" of Roszdravnadzor (Moscow).
