The conflict index of the business environment in RUSSIA in the first quarter of 2022 rose to 2.23, thereby reaching a record high in the entire history of its observations, namely since 2017. “The conflict index has never been so high, although the rate of its growth has slowed down significantly,” the text of the report says.

According to the developers of the index, the previous record was recorded in the second quarter of 2021, when the index was 2.2. At the same time, in the fourth quarter of 2021, this indicator decreased to 2.15.

The index is calculated using a formula that includes information on the number of companies of interest in a corporate dispute, the number of lawsuits on corporate articles in Russian courts, and the number of references to corporate conflicts in the media. The calculation of the index does not include data on criminal cases against entrepreneurs.

Experts believe that such an increase in the conflict index is associated with a “trend to increase business activity” in connection with the beginning of the end of the covid-19 pandemic .

“The Russian economy finally won back the post-pandemic effect of growth from a low base, and by the beginning of 2022 the economy came into relative equilibrium — only to embark on a grand redistribution after February 24,” the report says.

According to the developers of the index, its growth in the first quarter of this year was due to an increase in the number of lawsuits in Russian arbitrations to 5,219, approaching the record values ​​of the second half of 2021.

In addition, over the past five years, the number of companies that meet the criteria for the conflict index has more than halved to 233,000. In the fourth quarter of last year, their number was 235,000.

Speaking about changes in the index in the regions, experts note that the largest increase was recorded in the Yamalo-Nenets Autonomous Okrug - 5.87 (+890%). On the second and third places are Adygea with an indicator of 2.06 (+203.9%) and Tatarstan with an indicator of 2.16 (+181.9%). The region with the lowest conflict index of 0.28 was Karachay-Cherkessia (-78.5%), followed by Ingushetia (0.83) and Kabardino-Balkaria (1.05).
