Most of the participants in the summit of leaders of the countries of the Asia-Pacific Economic Cooperation (APEC) condemned the Russian military operation in Ukraine, noting its consequences for the global economy, but took into account other points of view, the final declaration says.
According to the document, APEC leaders believe that the armed conflict "causes great human suffering and exacerbates existing problems in the global economy, curbing its growth, increasing inflation, disrupting supply chains, increasing energy and food insecurity and increasing risks to financial stability." At the same time, the declaration notes, “there were other views, different assessments of the situation and sanctions.”
The final document was preceded by a declaration by the ministers of foreign affairs and ministers of trade of the APEC countries, which was adopted the day before, on November 18. Deputy HEAD of the Ministry of Economic Development of RUSSIA Vladimir Ilyichev reported that she took into account the position of the Russian side, there are no "openly confrontational language" in the document. According to the Deputy Minister, members of the G7, members of APEC ( usa , CANADA, Japan), insisted on mentioning the conflict in Ukraine in the text, but APEC is “an economic structure that does not deal with the political agenda.”

A similar situation has developed with the final communiqué of the G20 countries after the summit in Indonesia. Most of the G20 member countries "strongly condemned" Russia's actions in Ukraine, but the document notes that "there are other opinions", as the Russian side insisted. The Kremlin said they were satisfied with the content of the document.
In a declaration by the APEC leaders, the countries recognized the need for stronger efforts to combat climate change and reduce emissions, recover from the covid-19 pandemic , and agreed to strengthen cooperation in the digital economy.
The APEC summit at the level of country leaders and heads of delegations took place on November 18-19. The Russian delegation was led by First Deputy Prime Minister Andrey Belousov. According to him, although the event was attended by representatives of unfriendly countries, they behaved "quite mildly", but at the same time allowed criticism of Russia. “I even had to correct my colleagues when they again began to accuse Russia that because of the Ukrainian events, gas and energy prices soared, the food crisis also erupted,” he said, adding that this happened in 2021, before the outbreak of hostilities.
