
In St. Petersburg, the demolition of the building of the Manezh of the Life Guards of the Finnish Regiment on Vasilyevsky Island began. A video with construction equipment on the 20th line of V.O., 19 was published in the “Live on Vasilyevsky” group on the Vkontakte social network. The day before, a COURT session was held, as a result of which the court allowed the demolition of the building. In its place, the St. Petersburg developer Legenda Intelligent Development intends to build a residential complex worth 2.7 billion rubles.
Cancellation of judgment
According to the press service of the St. Petersburg branch of the All-Russian Society for the Protection of Historical and Cultural Monuments (VOOPiK), on April 7, the St. Petersburg City Court in the appellate instance overturned the decision of the Kuibyshev District Court, which had previously declared illegal the demolition of the building of the Manege of the Life Guards of the Finnish Regiment and the construction of site of the Legenda residential complex.
“The Judicial Collegium of the City Court composed of Judges I.V. Chufistova, Noskova N.V., Yesenina T.V. listened to the parties, interrogated experts who conducted a judicial cultural and construction and technical examination of the building, which confirmed its date of construction - 1854. The speeches of the experts were convincing, and the plaintiffs suggested that the panel perform additional studies of the building’s structures if the judges had any doubts, but a refusal followed, ”the press service of the VOOPiK reports.
At the same time, city defenders claim that construction equipment appeared at the Manezh site at 13:00 on April 7, while the court session on the demolition of the building was completed only by the evening of April 7. In fact, as can be seen from the published video, the demolition of the building began on the afternoon of April 8. RBC Petersburg turned to the press service of the Legenda company with a request to express its position on the claims of the activists.
Long story
In December 2020 LLC "Specialized Developer" Legend of Bolshoi Prospekt V.O. (part of the Legenda holding) received permission to build an apartment building on line 20 V.O., 19. Before that, KGIOP issued a positive opinion on the project. The developer intended to build a residential complex with a total area of 25.8 thousand square meters on the site of the Manezh building. m for 146 apartments.
City guards, however, considered the demolition of the building unlawful. The fact is that the building was built in the middle of the 19th century, and in 1931 it was converted into the Vasileostrovsky bakery. During the years of the blockade, bread was baked here, which saved the lives of many Leningraders. Reconstruction and extension of the arena building with one floor took place in the 1960s. This was reflected in the external appearance of the historic building, but did not deprive it of its authenticity - the lower part remained unchanged, the city defenders emphasize. However, according to the technical documents, the official construction date of the building is the 1930s, which deprives the historical volume of the arena of the protection of the 820th law on borders and regimes of protection zones.

The applicants in the lawsuit were ex-deputy of the Legislative Assembly of St. Petersburg Alexei Kovalev, deputy of the Legislative Assembly Boris Vishnevsky, deputy chairman of the St. Petersburg branch of the VOOPiK Alexander Kononov, lawyer Pavel Shapchits and others. In September 2021, the Kuibyshevsky District Court took the side of the city defenders, ruling to satisfy their claims in full and to recognize the issued conclusion of the KGIOP and the permission of Stroynadzor as illegal. Legenda categorically disagreed with the court decision. On April 7, 2022, the decision of the Kuibyshevsky District Court was challenged in the City Court.
“At previous meetings, a large number of questions arose to our opponents both in connection with gross violations of the methodology for conducting an examination, and in terms of its content. The conclusion submitted to the court cannot claim the status of “expertise”, if only because the building as a whole was not examined, but only individual fragments of the facade were evaluated, which cannot serve as a basis for issuing a balanced professional expert opinion,” Legenda emphasized.
