The United States does not see prospects for successful negotiations over the situation in Ukraine in the near future, while the possibility remains for the conflict to escalate. This was stated by the head of US national intelligence, Avril Haynes, speaking at a hearing in the Committee on the Armed Services of the Congress, the broadcast was conducted by C-SPAN.
“Given that both Russia and Ukraine believe they can continue to make military gains, we see no viable way forward through negotiations, at least in the short term,” she said.
In addition, according to her proposal, over the next few months in Ukraine, there may be “a move towards greater unpredictability and potential escalation.”
Scholz called for the resumption and concretization of negotiations between Russia and Ukraine Politics
Since the end of February, the Russian and Ukrainian delegations have held several rounds of peace talks, both in person and remotely. The greatest progress was made during the meeting in Istanbul on March 29, after which Russian forces were withdrawn from the Kyiv and Chernigov directions.
In early April, Moscow announced that it wanted to complete the military operation in Ukraine through negotiations and was interested in President Volodymyr Zelensky agreeing to its proposals.
However, on April 26, Russian President Vladimir Putin said that the position of the Ukrainian authorities on the terms of the settlement had changed dramatically after the talks in Istanbul. “They [the Ukrainian delegation] moved away from their previous intentions to put aside the issues of security guarantees [status] of Crimea, Sevastopol and the republics of Donbass. They simply refused to do so,” the Russian leader stressed.
