On April 19, in one of the departments of the Main Investigation Department of the TFR in Moscow, a criminal case was initiated on the fact of fraud on an especially large scale (part 4 of article 159 of the Criminal Code, up to 10 years in prison) against unidentified persons acting on behalf of the Agrolux company - food supplier to the educational institution of the FSB, said the interlocutor of RBC in the Investigative Committee. The information was confirmed by a source familiar with the case.

According to the investigation, unidentified persons acting on behalf of Agrolux entered into several government contracts with the Moscow Border Institute of the FSB in the period from 2016 to 2019, under which they were supposed to supply him with food. They were intended for cadets as additional food on holidays and days of ceremonial training, sources told RBC.

Since 2012, Major General Valery Kozlov has been the HEAD of the institute, which trains officers and warrant officers of the FSB border service.

On the basis of these contracts, employees of the accounting department of the border institute transferred a total of 1,543,767 rubles to the settlement account of Agrolux, RBC's interlocutors reported. However, according to them, unidentified persons acting on behalf of Agrolux did not fulfill the contracts, but stole the money and disposed of it at their own discretion. “In this way, they caused damage to the federal budget of Russia in the amount of more than 1.5 million rubles, that is, on an especially large scale,” said RBC’s interlocutor familiar with the case file.

RBC sent inquiries to the FSB Public Relations Center, the press service of the Investigative Committee, and the Agrolux company.

What is the company "Agrolux"

Agrolux Limited Liability Company does not have its own website. According to the RBC Company database, the company was registered in Moscow in 2010, is engaged in non-specialized wholesale trade, and has only one person on its staff. At the end of 2021, the company showed revenue in the amount of more than 35.5 million rubles, net profit - more than 1.7 million rubles, according to the Spark database. At the same time, the website of the Directorate of the Prosecutor General’s Office of Russia for the Central Federal District indicates that the activities of Agrolux LLC were terminated in November 2019.

The company's CEO and owner is Vadim Dubov, a 53-year-old native of the Kazakh city of Bulaevo. In 2013, he registered an individual entrepreneur in the Moscow region, indicating transportation services as the main activity.
