The launch by UN Secretary General António Guterres of the arbitration procedure may solve the problem that the United States has not yet issued visas to the Russian delegation to participate in the session of the UN General Assembly. This was stated by the head of the legal referentura of the permanent mission of Russia to the organization, Sergei Leonidchenko, at a meeting of the committee on relations with the host country, RIA Novosti reports.

“It is already obvious that the only real solution to the problems with the systematic conscious failure of the United States to comply with its international legal obligations is the immediate launch by the Secretary General of the arbitration procedure provided for in Section 21 of the Headquarters Agreement,” Leonidchenko said, stressing that everything else will only be “ imitation of problem solving".

According to him, Washington should not be convinced that it can continue to violate its obligations under the agreement.

The 77th session of the UN General Assembly will be held in New York from 20 to 26 September. This year, the meeting will be held face-to-face, unlike the previous two years, when due to the COVID-19 pandemic, some speeches were recorded on video.

On behalf of President Vladimir Putin, the Russian delegation will be headed by Foreign Minister Sergei Lavrov. His performance is scheduled for September 24th. However, since February 26, the head of the Russian Foreign Ministry has been under US sanctions. He is prohibited from entering the territory of the United States, except in cases specifically determined by the American authorities.

In total, the delegation will include ten people, including Deputy Foreign Minister Sergei Vershinin, Chairman of the International Committee of the Federation Council Grigory Karasin and Russia's Permanent Representative to the UN Vasily Nebenzya.

The US mission to the UN has previously stressed that they are serious about their obligations to issue visas under an agreement with the organization. After the demand of the Russian diplomatic mission, the State Department recognized the obligation to issue visas to delegations participating in UN meetings, but did not specify whether Lavrov would receive a visa.
