Russian President Vladimir Putin spoke about quarrels with Deputy Prime Minister Tatyana Golikova due to the unsatisfactory speed of domestic test systems. The press service of the HEAD of state provides a transcript of his speech during the plenary session of the Forum of Future Technologies.

“Tatyana Alekseevna [Golikova] and I fought so hard! I say: “Listen, until your test system tells whether a person is sick or not, he will infect 100 people around him,” Putin said. According to him, after this the work of the test systems was “accelerated”, and “it turned out better than in other countries of the world, but it could be even better.”

DIRECTOR of the Central Scientific Research Institute of Epidemiology of Rospotrebnadzor, Academician of the Russian Academy of Sciences Vasily Akimkin, in turn, told the president about the development of the epidemiological monitoring system over the past three years thanks to genome study technologies. According to him, at the moment we can talk about a “national database of genomes of pathogens of infectious diseases,” which contains over 330 thousand genomes, more than 20 pathogens, including HIV, CORONAVIRUS , acute respiratory viral infections, intestinal infections and hepatitis. He assured the head of state that test systems for all infections are available “in sufficient quantities,” and also noted the need for doctors to have appropriate qualifications when making a diagnosis based on symptoms and ordering additional tests.

“The answer is very streamlined. We need to improve these test systems,” Putin replied. “Well, we still need to somehow work in this direction to help the attending DOCTOR, especially in primary HEALTH care in a remote area or somewhere in a village.”

Putin also added that the speed of development and introduction of new drugs should not lag behind the spread and mutation of viruses.

In 2022, the Treatment Preparedness Coalition (ITPC) presented a report according to which a large share of HIV diagnostic tests purchased in RUSSIA are foreign-made. According to experts, the share of imported tests to determine immune status is 97%, to determine viral load - 31%, to determine resistance to HIV drugs - 72%. The Russian Ministry of Health did not agree with these conclusions and called them “untrue and deliberate discrediting of the social sphere.”
