
President Vladimir Putin instructed the relevant departments to work out the issue of postponing the All-Russian population census to October 2021. Such a clause is contained in the list of instructions published on the Kremlin website and is dated June 5.
Until July 1, this order should be worked out by the government together with the Ministry of Internal Affairs, the Ministry of Emergency Situations, the Ministry of Defense, the Ministry of Justice, the SVR, the FSB, the Russian Guard, the FSO, the Federal Archives and the executive authorities of the country's constituent entities.
This is not the first time the authorities have decided to postpone the all-Russian population census. So, initially it was supposed to take place in October 2020. However, back in April, Rosstat proposed to postpone the census to this year due to the spread of the coronavirus.
Last February, the Russian government decided once again to postpone the main stage of the population census, from April to September 2021. The main reason for this was the uncertainty of the epidemiological situation, and the new deadline was chosen taking into account the analysis of the situation with COVID-19 in 2020. Pavel Smelov, deputy head of Rosstat, explained that last year, the month when there was a decline in morbidity and mortality was September. And already in October there is a traditional surge of colds, he pointed out.
