
What problems did industry associations report to the HEAD of government
The legal framework governing certification and provision of medical personnel with personal respiratory protection equipment (PPE) in RUSSIA contains contradictions and gaps due to which unsafe respirator masks are supplied to hospitals that do not protect personnel in the red zone. This is stated in an appeal (available to RBC) sent to Prime Minister Mikhail Mishustin by the Association of Manufacturers and Suppliers of Chemical and Bioprotection Equipment (Association of RCB Protection) together with the Association of Developers and Suppliers of Personal Protective Equipment (PPE Association).
The RCB-Protection Association is an association of developers and manufacturers of means of radiation protection for troops and the population, among the members of the association are the Zelinsky Group, Respiratory Complex, etc. chemical and biosafety until 2025.
ASIZ unites more than 500 enterprises - manufacturers of protective equipment; according to the association itself, whose products occupy at least 70% of the market of all PPE. Among the members of the association are such large companies as Vostok-Service (Moscow Region), Technoavia, Ansell and many others.
Associations point out the following problems in the field of providing medical facilities with personal protective equipment.
Manufacturers of a certain list of medical devices (general respirators, reusable and disposable respiratory masks, etc.) can obtain a registration certificate in a declarative manner and not provide documents on toxicological and technical tests. They have the right to provide these documents within 150 days from the date of registration - the corresponding government decree was adopted in the spring of 2020 against the backdrop of a shortage of RPE. Due to the simplified registration procedure, unscrupulous manufacturers label their products with certain protection classes (FFP2-FFP3) without passing the necessary tests and confirming these protection classes.
