Russians who have been vaccinated against the COVID-19 CORONAVIRUS infection may not take a PCR test for infection from July 7 after returning to Russia from abroad. The corresponding decree was signed by the HEAD of Rospotrebnadzor Anna Popova.
According to the document, Russians returning from abroad must undergo a “single laboratory test for COVID-19” using the polymerase chain reaction (PCR) method within three days, and “observe isolation at the place of residence” until the test results are received. The requirement to retake the test a day or two after the first, introduced in the spring of 2021, is canceled from July 7. Thus, for the majority of those returning to Russia, the period of self-isolation is also reduced.
Those who have previously been vaccinated against COVID-19 or have recently had this disease are completely exempted from taking PCR tests.
“If you have been vaccinated against COVID-19 within the past 12 months or if you have had COVID-19 in the past six months, laboratory testing for COVID-19 by PCR is not required,” the document says.

The requirement to pass tests for COVID-19 when returning to Russia was introduced last year, since July it has replaced the mandatory 14-day quarantine for those crossing the border. At first, it applied only to those who arrived by plane, but from April 14, it began to apply to all those entering. Previously, a number of countries canceled PCR testing for arriving Russians, provided they have a vaccination certificate, but in Russia itself, the vaccinated still had to take tests.
The same decree also changes the procedure for entry into Russia for citizens of the countries of the Eurasian Economic Union (Armenia, Belarus, Kazakhstan and Kyrgyzstan). From July 10, citizens of these countries, as well as Tajikistan, will be able to confirm the absence of COVID-19 infection with a fresh (passed no earlier than three days earlier) PCR test using the “Travel without COVID-19” mobile application, not only at airports, but also at entering Russia in a different way. From September 1, the same method will be available to citizens of Azerbaijan, Moldova, Turkmenistan and Uzbekistan.
