According to him, when a country imports labor migrants, the cost of labor becomes cheaper. In this case, the Russians find themselves in a situation where they "have to compete" with foreign workers, but "if our employees receive the same salary, they simply will not survive," Linnik said.

Because of such low wages, there is no demand for simple professions, he continued. “Of course, when wages are low, which of our children will go to work as a carpenter or a bricklayer?” - said the president of Miratorg.

In his opinion, an attempt to solve problems through the importation of migrants is an illusion. “If we look strategically at the development of a holding or an industry, the issue of migrants should not be raised,” he believes.

According to Linnik, there are “a lot of tools” to get out of this situation. In particular, he proposed limiting quotas for labor migrants by three to four times, and also said that he sees "common sense" in the idea of ​​replacing foreign workers with prisoners.

Against the background of the pandemic and anti-coronavirus restrictions, the Russian authorities have repeatedly spoken about the lack of labor migrants. In particular, a shortage of foreign labor appeared in the construction industry, as well as in agriculture. “I can only state that, in general, there have been very few migrants in our country over the past year. And we really, really lack these same migrants to implement our ambitious plans,” Presidential Press Secretary Dmitry Peskov said in April.

Against the backdrop of a shortage of workers in the industries, they began to offer their own solutions to the problem. In particular, the Ministry of Agriculture proposed bringing in migrant workers on charter trains: for now, workers can only be brought into Russia by plane, but it is expensive for industry participants. In turn, the Federal Penitentiary Service proposed to replace labor migrants with prisoners. For example, they can be recruited to work at the enterprises of the Baikal-Amur Mainline (BAM).
