Previously, Putin instructed the regions to ban cafes and restaurants from 23:00 to 6:00. The Moscow Business Ombudsman warned that this could encourage venues where events usually end late to go underground.

Some cafes, restaurants and entertainment venues may go underground due to a complete ban on working at night, Tatyana Mineeva, the commissioner for the protection of entrepreneurs' rights in Moscow, said, TASS quoted her.

“With a complete ban on night work, there is a risk that part of the industry will go underground. First of all, the entertainment sector will suffer, as concerts, parties, weddings often go late. The least losses are expected in the sector of the business event industry, since all events there are daytime,” the Ombudsman explained.

According to her, business sees the solution in allowing events to be held in the COVID-free format. However, in this case, it is necessary to clearly interact with Rospotrebnadzor, Mineeva emphasized.

The day before, President Vladimir Putin instructed the heads of regions to ban entertainment and entertainment events, as well as the operation of cafes and restaurants from 23:00 to 06:00.
