Governor Andrey Travnikov announced this on the air of Vesti Novosibirsk.
“Yesterday, the Ministry of Housing and Public Utilities of the region and the concessionaire signed documents on termination of the agreement. The concession agreement, signed in 2016, was not fully developed and structured; in 2018, questions arose on it, including the location of land plots for the construction of landfills. We, together with the concessionaire, tried to amend the terms of the agreement, but the OFAS did not find a legal opportunity for this,” the head of the region said. He noted that cooperation with Ecology-Novosibirsk as a regional operator for handling municipal solid waste will continue.
At the moment, documents are being prepared for a new tender, which will determine the contractor for the construction of waste sorting complexes (WSC). According to Travnikov, a new site will be chosen for the construction of the complex on the right bank of the Ob.
Earlier, the governor repeatedly spoke about the possibility of terminating the "garbage concession".
The press service of the VIS group of companies, which owns Ecology-Novosibirsk, said that they understand the motives for the decision to terminate the contract. At the same time, the press service added that the conditions that were mentioned in the concession did not come.
“During the time since the signing of the agreement, many essential conditions affecting the project have fundamentally changed. Today we live in a completely different economic reality than in 2016, so the project needs a complete reboot,” VIS Group stressed.
In 2016, the Department of Housing and Public Utilities and Energy of the Novosibirsk Region entered into a concession agreement with the VIS group of companies on the construction of two waste sorting complexes: near the settlements of Verkh-Tula and Razdolnoye. The cost of the two enterprises was estimated at 6.5 billion rubles. The term of the concession is 40 years.
The concessionaire undertook to create at its own expense two waste sorting complexes and the same number of landfills, as well as process, neutralize and bury municipal solid waste at the concessionaire's tariffs. The possibility of creating a complex on the territory of the Razdolnensky village council caused public protests. As a result, their concession conditions were revised: the cost of the project was reduced to 4.3 billion rubles, and the term of the concession agreement was reduced to 25 years. Later, the authorities suspended the implementation of the agreement.
