Under these conditions, the federal operational headquarters decided to propose to President Vladimir Putin to introduce additional quarantine measures. Deputy Prime Minister Tatyana Golikova proposed to declare non-working days from October 30 to November 7, and in regions with the most difficult situation - from October 23. Golikova also suggested that only those vaccinated and those who had recovered from the coronavirus be admitted to certain facilities, including workplaces, upon presentation of a QR code.
