The Nizhny Novgorod region is one of the first regions that can start preparing for the implementation of pilot territorial development projects using infrastructure loans. Information about this is in the list of President Vladimir Putin's instructions following his address to the Federal Assembly.
In addition to the Nizhny Novgorod Region, the Chelyabinsk Region, the Krasnoyarsk Territory and the Yamalo-Nenets Autonomous District have such an opportunity. The projects will be implemented using budget financing, and Gazprom and Russian Railways will also be involved in them.
Infrastructure budget loans will be provided to subjects at a rate of up to 3% with a maturity of 15 years. it was reported that the government would issue such loans to the regions in the amount of at least 500 billion rubles. until 2023. Priority support will be provided to entities that have pursued a prudent debt policy: the less debt they have accumulated, the more funds they will be able to attract.
Following the speech of President Vladimir Putin, Governor of the Nizhny Novgorod Region Gleb Nikitin said that with the help of an infrastructure loan, the authorities of the region intend to develop underground communication in the historical part of Nizhny Novgorod.
“We are considering the extension of the metro to the Sennaya station as a priority. This will make it possible to form a large transport interchange hub in the upland part of the city: a metro station, a bus station and a cable car to Bor, next to a tram line and access to two major city highways - Rodionov and Belinsky streets. The predicted passenger traffic of the new stations: Sennaya and, in the future, the Opera House will be about 10 million people a year,” the HEAD of the region noted.
