Students of universities and universities who have not been vaccinated against CORONAVIRUS infection should be transferred to distance learning. Such an indication is contained in the recommendations of the Ministry of Education and Science, which were approved by Deputy Minister Dmitry Afanasyev. it is reported by RBC.

“Taking into account the epidemiological situation in each specific subject of RUSSIA, it is expedient for organizations to: make decisions on the organization of educational activities using e-learning, distance learning technologies,” the agency’s recommendations say.

Several Perm universities told RBC Perm that so far there are no regulations in terms of vaccination for students. Nikolai Shevelev, First Vice-Rector of PNRPU, confirmed the lack of a regulatory framework and said that each organization should act at its own discretion.

“There are no prohibitions or permits. They say that it is necessary to act at the discretion of organizations - this is on the one hand, and on the other hand, there are quite certain restrictions that are asked to be observed. For example, social distancing. When cases were identified where both sick and vaccinated guys appeared in the group, everyone was sent to quarantine, ”said the first vice-rector of PNRPU.

Some universities have already introduced mandatory vaccination requirements for students. In mid-July, the leadership of the Higher School of Economics issued an order according to which students who have not been ill with covid-19 over the past six months and have not been vaccinated will be able to attend face-to-face classes only with a fresh PCR test. HSE-Perm also accepted a document from the federal university. The deputy DIRECTOR of the university, Ekaterina Zagorodnova, confirmed that unvaccinated students will not be able to study on the university campus.

“The university cannot oblige, only recommend and point out to students the possibility of vaccination. In mid-July, a local act was issued within the walls of the university, which provided a list of students at risk. These are those who have not been vaccinated and those who do not have medical restrictions from being vaccinated. Such students cannot be trained on campus. This document was adopted by the Moscow Higher School of Economics,” said Ekaterina Zagorodnova, Deputy Director of the National Research University Higher School of Economics-Perm.

Perm Classical University also talks about the independent setting of standards by each university. Vadim Gataulin, HEAD of the international relations department of Perm State National Research University, explained to RBC Perm that the university itself will establish the methods of its work.

“The university independently establishes the forms and methods of its work and can establish either full-time, or remote, or a hybrid form of student presence in classrooms,” said Vadim Gataulin.

As for employees, the Ministry of Education and Science said in July that in the context of the pandemic, Russian universities have the right not to allow employees to work without vaccination. Then the department added that the leadership of universities can independently take measures to remove such workers.
