In the Tambov region, they are going to increase the amount of advance payments for state orders

A 50% advance payment for construction under national projects will be available only to “bona fide executors of state contracts”,clarified the authorities

Increased advance payments in the execution of government contracts in the Tambov region will be received by contractors working in the construction of roads and social facilities. This was announced by the head of the region Maxim Yegorov on Thursday, April 7, at a press conference.

“At the moment, the need for advance payment has been declared by contractors for road construction and socially significant facilities. For example, an advance payment of 50% is required for the repair of bridges across the Maly Lomovis and Irka rivers in the Bondarsky and Gavrilovsky districts, the Tambov-Penza highway in the Kirsanovsky district, and for some water supply facilities of the Clean Water project. The issue of increasing the advance payment for the construction of a polyclinic and a school in the northern part of Tambov is being worked out,” said Yegorov.

Answering the question of how decisions will be made to increase the advance payment for a particular contractor, Yegorov said that this is provided for by federal law. It will be possible to change the terms of the contract only in the event of force majeure, due to which the work will be at risk of non-performance. According to him, this innovation is most relevant for the fields of construction, healthcare and IT technologies. However, the terms of the contract can be changed only after the customer checks the validity of the requirements put forward.

“When considering the issue of increasing the advance payment, we will pay attention, among other things, to the reputation of the contractor,” the head of the region said, recalling that regional authorities should pay special attention to the process of compiling tender documentation, first of all, in terms of forming requirements for the customer. At the same time, the key criterion when choosing a contractor is the availability of the necessary resources to perform the work. Companies, through whose fault the deadlines for the delivery of objects will be disrupted, will be included in the "black list" of unscrupulous performers.
