In the absence of a document, state and municipal services can be obtained exclusively remotely. Also, one of the three documents must be submitted when settling into a hostel - both for students aged 18 and over, and for employees of educational organizations.

Part of the measures is related to the leisure of the inhabitants of the region. For example, the occupancy of concert halls and cinemas has been reduced to 30%, and catering establishments located in food courts and not having a separate entrance can only work to take away. At the same time, the occupancy of other restaurants and cafes is also reduced to 30% of the capacity of the hall, and they will not serve unvaccinated customers. An alternative may be a PCR test no more than 3 days before the visit. The same requirements apply when visiting the summer areas of catering establishments.

The exception is those that will be held without the participation of spectators, while the participants in the competition must be over 18 years old.
