RUSSIA conducted the first prisoner exchange with Ukraine. Moscow handed over the mayor of the city of Melitopol, Ivan Fedorov, to the Ukrainian side in exchange for nine Russians, Tatyana Moskalkova, the human rights ombudsman in Russia, told RT.

“The first exchange took place - nine people, some of them are from the list that is formed with me through the calls that come. I really hope that we will not delay with the lists, cards, procedures," Moskalkova said.

The Ministry of Defense announced full control over Melitopol on February 26. Later, the Ukrainian Ministry of Internal Affairs reported that the mayor of Melitopol was "kidnapped" on the afternoon of March 11 from the city's crisis center, where he dealt with the life support of the city. In the Lugansk People's Republic, a criminal case was opened against him for promoting terrorism, including its financing (part 2, article 240 of the LPR Criminal Code), and organizing a criminal community (part 1, article 249 of the LPR Criminal Code). The authorities of the republic believe that he helped the Right Sector terrorist organization banned in Russia.
