The Ministry of Land Property of Bashkiria found a buyer for a stake in INHP ​​for 75.4 million

The Ministry of Land and Property of Bashkiria has found a buyer for 95% of the authorized capital of JSC "Institute of Petrochemical Processing" (INHP), follows from the data of the GIS Auctions. Mark Negoduiko, an entrepreneur from St. Petersburg, was declared the winner of the electronic auction for the sale of assets of a state-owned enterprise, the sale price of a block of shares during the auction did not change and amounted to 75.47 million rubles.

According to the RBC Company service, Mark Negoduiko is the founder of two St. Petersburg companies Nedvizhen and Kolomyagi. The first deals with real estate management, the second deals with food retail. An individual entrepreneur is also registered on Negoduiko with the main activity “rent and management of own or leased real estate”. According to media reports, in March, the entrepreneur was one of the bidders for the sale of the property of the Azov-City gambling zone in the Krasnodar Territory, then he acted in the interests of Bashstroyservis LLC.

RBC Ufa sent inquiries to Mark Negoduiko and the Ministry of Land Property of Bashkiria.

The republic put up for sale 368.9 thousand shares of INHP ​​at the end of February for 75.47 million rubles. The par value of one share is 1,000 rubles, so the starting price for the sale of assets was 4.8 times less than the par value.

As RBC Ufa reported, INCP was included in the state property privatization plan more than once; in 2020, the Ministry of Land Property tried to sell 85% of the institute’s shares for 119.8 million rubles, but then not a single application was received at the auction. In June 2021, the company was again included in the forecast privatization plan, the ministry then explained that the sale of 95% of the authorized capital of the enterprise would be carried out as part of the plan to reduce the participation of the republic in inefficient companies, as well as in order to replenish the budget.

According to the Company's RBC resource, INHP's revenue in 2020 amounted to 101.5 million rubles, with a net loss of 103.8 million rubles. The authorized capital of the organization is 388.3 million rubles. 100% of the shares belong to the republic. The company is headed by former Deputy Prime Minister of the regional government Dmitry Sharonov. In January, the Federal Tax Service of RUSSIA for Bashkiria filed an application with the Arbitration of Bashkiria to declare the enterprise bankrupt.
